Invite people like Pinker and McWhorter and members of Harvard Free Speech movement, well-known intellectuals of that caliber and you will change not only education in NYC, but education in all of our nation. Set a real example, do something truly bold. We have the answer to the problem, we lack the political courage to develop education policy that will apply it.
