He is not actually proposing or musing that federal agents were on the hijacked 9/11 airplanes, he is asking about federal agents in the crowd on the Jan 6 riot and stating that the Federal gov't lies about important events (which is factually clear, including the 9/11 events - sometimes for good reason and other times perhaps now).
