Personally, I think it is well past time for Congress to step in and start threatening loss of funding or government backed student loans and grants.
You start taking the money and they will start falling in line fast.
When students cannot get loans to go there or receive federal grants they will lose students and therefore revenue or they will have to suck it up and pay for it out of their endowments.
