About 1-2% of the population has ASPD (scientific term for psychopathy). They are overrepresented in the higher echelons of our government and media, as they can play social games skillfully.

I believe it is 1 in 10 who suffers from mental illness, not psychopathy. But clearly, 9 in 10 suffer from offering uninformed opinions. Welcome to the Misinformation Age.
