They should have been immediately released on R&R, had their trials, been sentenced to a modest fine, and told to not do it again. Rioters who didn't hurt anyone, the same, except a bigger fine. Rioters who hurt people, high bail and jail or prison, depending on how bad the injuries were, but no pretrial detention: R&R.
