If I was in charge, I would expel for life every single person who broke campus rules. Then, I would walk outside, hand them their paperwork and have them arrested for trespassing if they didn't leave. I'm not talking about speech, I'm talking about breaking any policy rules. The ONLY reason this isn't being done I because they don't want to expel foreign nationals as they will be deported or have to leave and a foreign government is paying for the anti-Western civilization programming.
